Digital transformation starts with people: LHU’s role in local development

On December 16, 2025, Lac Hong University (LHU) signed a cooperation agreement with the People’s Committee of Long Khanh ward to promote digital transformation and provide training support for the 2025-2030 period. This is not merely an administrative activity, but a clear affirmation of the role of higher education institutions in local development linked with digital transformation, in line with the spirit of Central Resolution No. 57, which identifies science and technology, innovation, and digital transformation as key drivers of national development in the new era.

The decision of the People’s Committee of Long Khanh ward to select LHU as a strategic partner for the 2025–2030 period reflects an open, practical mindset with a strong orientation toward long-term effectiveness.

The signing ceremony was attended by representatives of the Dong Nai Provincial Center for Science and Technology, key leaders of Long Khanh ward, along with members of LHU Board of Management and leaders of the University’s affiliated units. This broad participation reflects a strong consensus across multiple levels and sectors, reaffirming that digital transformation is no longer solely a technological issue, but a comprehensive challenge encompassing governance, education, and human development.

Under the signed agreement, the two sides will jointly implement a digital transformation and training support program for the 2025-2030 period, adopting a people-centered approach built on four key pillars: e-government, digital citizens, capacity building for officials, and supporting technologies. This orientation is regarded as a core foundation for ensuring that digital transformation is carried out in a practical and sustainable manner at the grassroots level.

According to the signed agreement, the e-government pillar focuses on improving management, administration, and public service delivery processes, while the digital citizen pillar aims to enhance residents’ access to and effective use of digital public services. At the same time, capacity building for officials through training in foreign languages, information technology, and digital skills has been identified as a decisive factor for successful implementation. The supporting technologies pillar, including the application of an AI-based virtual office assistant, is expected to improve work efficiency and assist public officials in handling administrative tasks and serving citizens.

Beyond digital transformation initiatives, the cooperation program also reflects LHU’s commitment to supporting the local community through education, research, and human resource development. The University is currently implementing various scholarship programs, with priority given to students residing in Long Khanh Ward, students from disadvantaged backgrounds, and policy beneficiary groups, thereby contributing to the locality’s long-term human resource development.

In his remarks at the event, Mr. Tang Quoc Lap, Chairman of the People’s Committee of Long Khanh ward emphasized “Digital transformation must begin with people and spread throughout the community”. This statement is not merely a slogan, but a clear, action-oriented direction for the 2025-2030 period.

On behalf of LHU, Assoc. Prof. Dr. Lam Thanh Hien, Rector stated “We are proud to serve as a technology bridge for local authorities by supporting model development, training human resources, transferring technology, and accompanying them throughout the implementation process. This cooperation model is widely applied in many developed countries, where universities become centers of innovation, connecting government, businesses, and the community. With our strong knowledge base, training experience, and sense of social responsibility, LHU will always be a reliable partner of local authorities in building digital government, digital citizens, and smart cities".

During the 2020-2025 period, LHU implemented hundreds of community service activities, provided short-term training programs for officials, businesses, and local authorities, participated in provincial-level science and technology projects, and contributed high-quality human resources to the Southeast region. These outcomes not only reflect the scale of the University’s activities but also demonstrate its commitment to sustainable development.

The 2025–2030 period is expected to witness major breakthroughs in digital transformation in Vietnam, with the digital economy projected to account for around 30% of GDP. In this context, cooperation models such as the partnership between LHU and the People’s Committee of Long Khanh ward should be viewed as a core driver, laying a solid foundation for replication and expansion across other localities.
